AU-EU Innovation Agenda – What This Means for the Continent and Why AfriLabs Is at the Centre of It All On May 21st, 2025, African and European Ministers gathered in Brussels for the 3rd EU-AU Ministerial Meeting, marking 25 years of a strategic partnership aimed at deepening ties between the continents. While the event touched on several key areas of mutual interest like peace, energy, trade, and education, one statement stood out for the innovation community in Africa: “Ministers took note of the adoption of the AU-EU Innovation Agenda and encouraged researchers and innovators to continue driving their scientific discoveries and innovative solutions for the benefit of sustainable economies and societies.” — Joint Communiqué, Point 15 This single statement, though brief, carries enormous weight. It reaffirms innovation as a central pillar in Africa and Europe’s shared vision for the future and sets the tone for what could be a transformative shift in how innovation ecosystems across Africa are recognized, supported, and scaled. The AU-EU Innovation Agenda is a joint initiative between the African Union and the European Union that aims to foster research and innovation (R&I) in both regions, translating it into tangible socio-economic impact through products, services, businesses, and jobs. Launched in July 2023, the 10-year policy initiative is set to run through 2033. At AfriLabs, this is not just good news—it’s validation, an invitation to further scale our impact. We’ve long championed the power of innovation to reshape Africa’s development trajectory. What’s different now is that the political signal is stronger than ever. For the first time, African innovators are being formally acknowledged in joint policy declarations as essential contributors to sustainable development. This isn’t just a symbolic nod, it’s a structural shift. The future of Africa won’t be decided in isolation from its innovation ecosystems. It will be co-designed with them, in collaboration with institutions like AfriLabs. This moment also reinforces AfriLabs’ moonshot ambition: to catalyze a $1 trillion digital economy in Africa. AfriLabs Webinar Recap: Women as Leaders in Climate Adaptation: Empowering Change In an engaging and impactful session held 5th December 2024, AfriLabs hosted a webinar highlighting the critical role of women as leaders in climate adaptation. The webinar served as a convergence point for a diverse panel of experts, women leaders, and innovators across diverse sectors to discuss solutions, challenges, and opportunities for empowering women to lead in the climate adaptation space. Opening Remarks: Highlighting the Impact of Women-Led Climate Action Representatives from the Global Center on Adaptation (GCA), African Development Bank (AfDB), and Climate Investment Funds (CIF)—the funders of the Youth Adaptation Solutions Challenge— provided insightful opening remarks. Gloria Gowal-Abiri from GCA emphasized their commitment to empowering African youth through initiatives like the YouthADAPT Challenge, highlighting “GCAs commitment to empowering the next generation of African youth through the youth pillar of the African Adaptation Acceleration Program” which enhances capacity through investor- readiness programs while fostering sustainable solutions. She highlighted how the program breaks barriers for women in climate adaptation by ensuring a 50% gender mainstreaming in the program, and over 60% of the enterprises supported are women. Moving forward the program will link enterprises to private sector financing to further scale their businesses. Joash Moitui of AfDB called for inclusive approaches to climate action, particularly by empowering women. Joash stated “the fight against climate change requires inclusive and innovative approaches that harness the potential of all, particularly women who are most impacted by climate change”. He noted that 3rd cohort of the YouthADAPT- supported entrepreneurs are all women, leading innovations in AI, IoT, and blockchain to tackle adaptation challenges. Emmanuel Kouadio from CIF stressed the importance of gender-responsive strategies, noting that women are both disproportionately affected by, and integral to climate resilience. He advocated for increased investment in gender-sensitive programs, citing CIF’s Gender Action Plan and its support of over 55 million people globally—51% of whom are women. He further expressed, “at the CIF, we firmly believe empowering women in climate adaptation is not just a moral imperative, it is also a social strategy for achieving resilience system development as women are the most hit by the effects of climate change.” Keynote: Women’s Role in Driving Climate Adaptation Olola Vieyra, Country Representative for Côte d’Ivoire at the Global Green Growth Institute, highlighted the unique vulnerabilities and strengths of women in addressing climate change. She called for gender-responsive policies, capacity building, and innovative financing tools, such as green bonds, to scale women’s participation in climate action. She showcased programs in Senegal, Burkina Faso, and Uganda that empowered women through green jobs, solar energy, and leadership initiatives. Panel Discussions: Women as Drivers of Change The panel featured experts from various fields: Dr. Esther Onyango stressed education as the foundation for equitable climate solutions saying, “If you educate a woman, you educate a nation.” She emphasized building women’s agency to advocate for equitable and just climate solutions. She also called for strategies to integrate gender dimensions into national climate action plans, including policies like Nationally Determined Contributions (NDCs) and called for integrating gender dimensions into national climate policies. Mandy Jayakody highlighted innovative financing models like South Africa’s Green Outcomes Fund that lower barriers for women entrepreneurs. Shahira Yousef addressed the underrepresentation of women in STEM and advocated for mentorship and financial access to scale their innovations. Nonhlanhla Cynthia Mhlongo showcased her biodegradable hand glove sanitizer, a practical, eco-friendly solution to plastic pollution and an example of women’s ingenuity. Celebrating Women Innovators The webinar also highlighted groundbreaking innovations led by women from the YouthADAPT cohorts. Gislaine Matiedje Nkenmayi (Cameroon) reduces post-harvest losses by valorizing indigenous vegetables, supporting smallholder women farmers. Dr. Rebecca Andeshi (Nigeria) pioneers circular agro-solutions and IoT research for sustainable livestock waste management. Lucy Wangari (Kenya) utilizes IoT and AI to optimize onion farming, improving productivity and empowering farmers with market opportunities. These women exemplify how women-led enterprises address environmental challenges, create jobs, and promote economic growth. Addressing Barriers and Unlocking Potential Panellists identified systemic challenges hindering women’s leadership in climate adaptation, including limited access to resources, underrepresentation in policy-making, and societal biases. Overcoming these barriers requires collaborative efforts to equip women with education, mentorship, and access to resources. The timbuktoo MineTech Hub is a first of its kind on the African Continent with a focus on reimagining the mining industry through the empowerment of youth-led startups. The Accelerator Programme provides access to networks, high tech products, and financial resources. Through the Accelerator Programme, the timbuktoo initiative aims to foster sustainability and operational efficiency, unlocking new opportunities for socio-economic development across the continent. Key Funding and Call for Applications The timbuktoo MineTech Accelerator Programme aims to identify and support innovative mining-tech start-ups from across Africa, focusing on tech-enabled solutions that revolutionise the mining industry. The selected start-ups will receive access to mentorship, funding, and link to global networks, enabling them to scale and implement cutting-edge solutions that address critical challenges in the sector. For the second phase of the programme, the selected start-ups will each receive $25,000 in equity-free funding, enabling them to refine their solutions and scale their businesses. Intel Corporation Announces Winners of the 2024 Community Reach Program Intel Corporation, through its Community Reach Program(CRP), has announced the selection of seven groundbreaking projects as the winners of its 2024 cohort. The Intel CRP attracted 436 applications from 35 African countries, encompassing diverse sectors such as education, digital skills readiness, agriculture, and healthcare. Women in technology was a key focus area, with 115 women-led applications received. Out of these, 30 women-led projects were selected by Entrogx to participate in the U.S. Department of State-sponsored Academy for Women Entrepreneurs (AWE). This program, facilitated by Muqbis from Egypt, provided training on business development and e-commerce strategies, empowering female entrepreneurs striving for social impact. The following standout projects were selected from the 436 applications: Tinydavid Limited (Ghana) – SnooCODERED: An AI-powered emergency healthcare logistics platform enhancing emergency response efficiency. Global Light Services Africa (Côte d’Ivoire) – Revolutionizing urban mobility through AI and IoT-powered electric vehicles. EXUUS Ltd (Rwanda) – SAVE & Pindo: Delivering financial literacy training through Voice AI in Kinyarwanda for rural communities. University of Embu (Kenya) – BESHTE: A chatbot raising awareness of HIV/AIDS and gender-based violence among adolescents. Empowering Survivors, Transforming Communities: Samuel’s Mission to End FGM in Africa with SmartRR

Female Genital Mutilation (FGM), a term that echoes with the pain and resilience of survivors, is a haunting reality that demands our attention and collective commitment to bring about change. Samuel, a computer scientist, has been the driving force behind an innovative solution to combat FGM in Africa. His journey, fueled by the values instilled in him during his childhood, has resulted in the creation of SmartRR, an application that not only connects survivors of FGM with medical professionals but also fosters a supportive community that transcends borders. Samuel’s formative years were shaped by a mother who instilled in him the importance of empathy and the duty to protect his siblings, especially his sisters. This upbringing laid the foundation for Samuel’s dedication to safeguarding women. As he delved into computer science during his studies, he discovered a potent tool to address societal issues. Samuel found himself drawn to leveraging his skills to protect women, a cause that had been close to his heart since childhood. The pivotal moment for SmartRR came with Samuel’s participation in the UNFPA pitch competition in 2022, where his innovative solution emerged victorious. The subsequent seed funding enabled the integration of features like an anonymous chat box, allowing users to share their stories and seek assistance. What started with a mere 300 cases before the funding has now grown to over 1,200 reported cases, reaching even those with disabilities who utilize the platform to request support. SmartRR serves as a lifeline for FGM survivors. The application links survivors with service providers, primarily medical doctors, who offer virtual consultations. The anonymity of these consultations provides a safe space for survivors to seek help comfortably. Samuel’s collaboration with AfriLabs and UNFPA under the UNFPA Incubation Programme (Innovating solutions against SGBV, FGM and Climate Action 2021 – 2022) has significantly expanded the reach of SmartRR, with over 7,523 users and 1,200 cases reported. The impact of SmartRR extends beyond numbers; it resonates in the positive changes observed in communities heavily affected by FGM. In the North East of Nigeria, FGM cases have declined. However, cases of FGM in the North Western part of Nigeria are prevalent, and Samuel’s engagement with partners such as UNFPA and AfriLabs has allowed and aided the reach in the North Western region. Samuel narrates compelling stories that illuminate the transformative power of SmartRR. One service provider, donned in a T-shirt advocating against FGM, initiated a conversation in a salon that led to a profound change of heart for a woman contemplating the procedure. Another instance involves a 22-year-old rape victim who was ashamed to tell her friends or family members and even contemplated suicide, but upon discovering SmartRR, found the necessary support and solace to carry on. Angela Felix (Note: The name “Angela Felix” is fictional and used to protect the identity of the individual.), recounting her experience, expressed gratitude for the app’s discreet and rapid assistance, saying, “Two things which made the app stand out to me is the anonymity it provides and how quickly my case was attended to.” Her journey of healing and resilience serves as a powerful testament to the impact of SmartRR in providing crucial support to survivors. The AI Startups Mapping in Africa report by AfriLabs, funded by the Gates Foundation provides a sobering but positive assessment of the continent’s AI readiness, with an average index of 26.91. This figure, which is far below the halfway point, emphasizes the vital need for further efforts and expenditures to boost AI activity across the continent. Bridging the AI Readiness Gap Despite Egypt, Kenya, South Africa, and Tunisia leading with index values above 40, none have achieved 50. This suggests that even the most advanced African countries are still in the early phases of AI development. Without substantial improvements in digital infrastructure, Africa risks falling further behind in the global AI race. The surge in AI applications necessitates an increase in high-performance computing (HPC) capabilities, such as GPUs and TPUs. These components are essential for developing and deploying complex AI models that rely on massive datasets and intricate computations. Over the past decade, global investments in digital infrastructure have soared, driven by factors like smartphone penetration and the rise of cloud computing. However, Africa must ramp up these investments to meet the evolving demands of AI. The Role of Digital Infrastructure Effective AI infrastructure is multifaceted, encompassing hardware and software elements that provide a broad range of capabilities. From data storage and cloud computing to robust communication networks and secure power connections, each component is crucial for unlocking AI’s full potential. For Africa, building this infrastructure is not just about technology; it’s about creating a foundation for innovation and socioeconomic development. Several initiatives are already underway, African countries are adopting digital strategies aimed at fostering an environment conducive to digitalization. Tech giants such as Amazon, Google, and Microsoft are investing in African data centers, rapidly expanding the continent’s hosting capacity. For instance, the establishment of the Tanzania National Internet Data Center (NIDC) exemplifies how government and private sector collaboration can enhance AI capabilities. By providing scalable storage and AI services, the NIDC is helping Tanzanian entities to leverage AI without the need to develop services from scratch. Specialization in AI Subfields African AI startups are showing remarkable focus in various AI subfields, which is crucial for addressing the continent’s unique challenges. The report highlights that 30% of AI startups in Africa specialize in Machine Learning, followed by Deep Learning (17%), Natural Language Processing (15%), Computer Vision (12%), Generative AI (10%), Reinforcement Learning (9%), and Robotics (7%). This specialization is pivotal for driving innovation in sectors like healthcare, finance, and agriculture, where AI can significantly improve outcomes. However, the growth in AI subfields also brings to light the urgent need for better infrastructure. As AI algorithms become more complex, the demand for computational power increases. Without the necessary digital backbone, these startups may struggle to scale their solutions and achieve their full potential. The Path Forward Africa’s digital infrastructure development requires a concerted effort to enhance digital infrastructure. This means investing in state-of-the-art data centers, expanding cloud computing capabilities, and ensuring reliable and fast communication networks. For instance, Tanzania’s licensing of public data centers from the private sector reflects a positive trend, but it must be scaled up to meet the high computing demands brought by AI. Governments across Africa must prioritize creating a safe and secure foundation for AI development. This involves not only building the physical infrastructure but also implementing policies that promote innovation, protect data privacy, and ensure cybersecurity. By doing so, Africa can create an ecosystem where AI can thrive, driving socioeconomic development and positioning the continent as a significant player in the global AI landscape. The future of AI in Africa holds immense promise, but realizing this potential hinges on the continent’s ability to build and sustain robust digital infrastructure. Intel AI Programme Propels African DeepTech Ecosystem Forward: A Collaborative Success The Fraser Suites in Abuja, Nigeria, witnessed an exciting convergence of Africa’s brightest minds and innovative spirit as Intel and AfriLabs successfully concluded the Intel AI Programme for African DeepTech Startups & Ecosystem Stakeholders. From March 5th to 7th, 2024, attendees immersed themselves in a three-day journey of enlightenment, collaboration, and empowerment. The event, organized by AfriLabs in collaboration with Intel, aimed to propel growth and innovation in Nigeria’s DeepTech ecosystem. Participants from diverse backgrounds including government officials, industry experts, startups, developers, and ecosystem stakeholders convened to explore the challenges, opportunities, and prospects of DeepTech in Africa. The event commenced with opening remarks from esteemed government officials and representatives from Intel and AfriLabs. Dr. Bienvenu Agbokponto Soglo, Director of Government Affairs Africa and IGA CTO Liaison at Intel set the stage with an insightful presentation on the socio-economic and policy implications of DeepTech in Africa. This was followed by a thought-provoking panel discussion featuring high-level representatives from the National Information Technology Development Agency (NITDA), the Nigerian Communications Commission (NCC), Intel, and other industry partners, moderated by Jennifer Okeke-Ojiudu, Senior Ecosystem Engagements Manager at AfriLabs. The session provided valuable insights into the challenges and opportunities facing the DeepTech ecosystem in Africa. Finally, day one culminated with a High-Level Roundtable Discussion on AI Policy, facilitated by Dr. Bienvenu Agbokponto Soglo of Intel, engaging the Director-General of the National Centre for Technology Management, other Government Officials and AI Ecosystem Stakeholders. Day two of the event focused on empowering startups, developers, and innovation hubs with the tools and resources needed to thrive in the AI landscape. Highlights included an introduction to the Intel® Liftoff for AI Startups Program, presentations on the Intel Developer Cloud and OneAPI initiative, and valuable lessons learned from industry experts. The day concluded with presentations from leading innovation hubs, further enriching the discourse on DeepTech entrepreneurship and innovation in Nigeria. The final day of the event centered on building vibrant startup communities and fostering collaboration among ecosystem stakeholders. Keynote addresses by notable figures such as Ajibola Odukoya, Chief Operating Officer at AfriLabs, and Dr. Kashifu Inuwa Abdullahi, Director-General of NITDA, set the tone for engaging discussions on the role of government in driving innovation in Africa. Presentations from various innovation hubs underscored the importance of community-building and collaboration in nurturing Africa’s burgeoning DeepTech ecosystem. African youth-led innovations secure funding to transform adolescent mental and reproductive health at Youth Connekt Africa Summit 2023 Nairobi, Kenya 11th Dec 2023: AfriLabs, in collaboration with the United Nations Population Fund (UNFPA), participated at the Youth Connekt Africa (YCA) Summit 2023, held from December 8th to 12th in Nairobi, Kenya. The annual summit centered around the theme “Youth Innovating a Borderless African Renaissance” offered a platform for policy discussions, storytelling, networking, and entrepreneur-focused programs, including a marketplace and investor meetings. In pushing for the advocacy on Mental Health and Adolescent Sexual and Reproductive Health and Rights (ASRHR), Afrilabs and UNFPA launched a project in July 2024 that seeks to address the interconnected challenges of mental health and ASRHR. Afrilabs organised a pitch competition event at the YCA summit and thus showcasing the two winners and overall outcomes of the hacklab at the Summit. Ten finalists drawn from Malawi, Namibia, Botswana, Eswatini, Mozambique, South Africa, Lesotho, Zimbabwe, and Rwanda competed for the top prize at the pitch event held on the sidelines of the Youth Connekt Africa Summit 2023. The innovative solutions presented at the Summit stemmed from a 3-day online bootcamp organized by Afrilabs in October. Two Remarkable solutions emerged from young innovators across the continent, proposing novel approaches to positively impact the lives of adolescents and youth in the fields of mental health and reproductive health. A rigorous evaluation process, led by a jury featuring representatives from AfriLabs’ network of experts, culminated in the selection of two winning solutions. These outstanding projects not only secured $20,000 each in scale funding but also earned exclusive business incubation support that will be facilitated by Afrilabs through their extensive network of innovation hubs. Standing at the forefront of empowerment through digital media, Selma Ndasilohenda Iyambo from Namibia claimed the top spot with her groundbreaking youth podcast. Delving into the realms of Sexual and Reproductive Health (SRH) and mental health, the podcast also serves as a powerful tool for uplifting young mothers and fostering community impact. On the heels of this achievement, Tilitonse Concept, led by Tapiwa Penama from Malawi, emerged as the second-place winner. Functioning as a comprehensive hub, it empowers the youth residing in Malawi’s Dzaleka camp with valuable insights into mental health and crucial Adolescent Sexual and Reproductive Health and Rights (#SRHR) choices. Together, these innovative solutions embody a vision for positive change, demonstrating the transformative potential inherent in forward-thinking initiatives. In closing, the Youth Connekt Africa Summit 2023 has not only been a gathering of minds but a testament to the resilience and creativity of Africa’s youth.
