Terms of Reference: Fund Disbursement Manager (Hub/Company) for Innovate Naija Campaign
Project Background
AfriLabs is embarking on a strategic initiative to drive innovation, entrepreneurship, and technological advancement across Africa. As part of this, a series of high-impact activities—including media engagements, influencer partnerships, content creation, billboard placements, digital amplification, and event promotions—will be rolled out over a three-month period to maximize visibility and stakeholder engagement.
To ensure efficient, timely, and transparent implementation of these activities, it is crucial to establish a robust disbursement structure.
AfriLabs is therefore seeking a qualified Fund Disbursement Manager (Hub or Company) to oversee and manage the financial disbursement of funds to media platforms, production teams, influencers, and advertising vendors in alignment with the initiative’s approved budget and deliverables.
Scope of Work
The Fund Disbursement Manager (Hub/Company) will be responsible for the following:
Fund Disbursement Management
Disburse funds to vendors, media platforms, TV and radio stations, billboard operators, and influencers and any other person designated based on agreed timelines and deliverables.
Maintain accurate financial records of all disbursements.
Ensure compliance with the budget allocations for each media and content development component.
Vendor & Partner Coordination
Work closely with the campaign’s PR and communications team to validate vendor deliverables before payment.
Maintain a database of all approved service providers and influencers engaged in the campaign.
Manage documentation for payment approval (e.g., invoices, delivery notes, proof of work).
Financial Monitoring & Reporting
Provide monthly financial reports detailing funds disbursed, pending payments, and reconciliation.
Compliance & Risk Management
Ensure that all disbursements comply with AfriLabs financial policies.
Ensure tax compliance, including withholding tax deductions and remittances where applicable.
Provide audit-ready documentation for financial review upon request.
Campaign Deliverables to be Funded
Press Conference
Disburse funds for confirmed media engaged for the press conference.
Billboard & DOOH Advertising
Disburse funds for QR-enabled digital billboards in key cities (Lagos, Abuja, Kano, Port Harcourt & Enugu)
Radio & Audio Storytelling
Disburse funds for confirmed radio stations for Jingle placements and community storytelling campaigns
Paid Media Partnerships
Disburse funds for confirmed strategic collaborations with digital and traditional media platforms (TV, Print, Radio, & Digital media platforms).
Influencer & Community Engagement
Disburse funds for confirmed partnerships with micro and macro influencers for audience co-creation.
Final Pitch Event
Disburse funds for confirmed media engaged for the final pitch event.
Expected Deliverables
Financial disbursement plan and schedule
Disbursement and expenditure reports
Compliance reports (e.g., tax filings, basis of payment /evidence of work done, Bank transaction/fund transfer receipts)
End-of-campaign financial reconciliation report
Audit trail documentation including Bank statements
Qualifications & Requirements
Must be a legally registered company or financial hub.
Minimum of 3–5 years experience managing and disbursing funds for large-scale campaigns, donor-funded projects, public-private partnerships or statutory audit firm experience.
Proven financial integrity, with references from past clients.
Experience in working with media, advertising, or public sector stakeholders preferred or licensed professional Audit Firm.
Strong understanding of Nigerian financial and tax regulations.
Ability to track, document, and reconcile payments using secure financial management approach
Capacity to issue detailed reports, tax deductions (e.g., withholding tax), and bank transfer receipts

The Audit and Compliance Team.
The Fund Disbursement Manager will work in collaboration with the Programs team, AfriLabs’ Finance, PR & Communications team, and the selected media implementation partner.
Remuneration
Remuneration will be based on agreed deliverables and milestones. Payment will be processed upon satisfactory completion of tasks and submission of accurate documentation.
Assignment Duration
