Request for Proposal: Consultancy for Framework and Curriculum Development for NASENI Innovation Hub Staff
Background
The National Agency for Science and Engineering Infrastructure (NASENI), with its mandate to lead Nigeria’s industrialization and technological advancement, is establishing an innovation hub that will provide infrastructure, mentorship, and resources to help young Nigerian innovators, startups and businesses develop and commercialize new technologies, fostering innovation and competitiveness. By the setting up the innovation hub, NASENI can bridge the support gap for innovators, enhance collaboration, and accelerate the development of market-ready products, thereby boosting Nigeria’s economic productivity and achieving its industrialization objectives.
AfriLabs is spearheading the setting up of the NASENI Innovation Hub by offering operational expertise and guidance. AfriLabs will oversee the capacity building of the hub’s staff in key areas such as hub management, fund management, and the execution of innovative programmes aligned with NASENI’s mission.
AfriLabs intends to engage a highly skilled consultant to design curriculum and content for the training of NASENI Innovation Hub staff. This activity will play a pivotal role in establishing a robust foundation for training the hub staff in effective and efficient operations.
Objectives of the Services
The primary objective of this engagement is to develop a comprehensive curriculum framework that will support the training content for the hub staff. The curriculum will be designed to equip staff with the skills and knowledge required to successfully manage and operate the NASENI Innovation Hub.
Scope of the Services
- Review the existing AfriLabs Capacity Building Programme Curriculum for Innovation Hub Management –
- Conduct a comprehensive review of the existing AfriLabs Capacity Building Programme Curriculum for Innovation Hub Management to deepen understanding of the curriculum’s structure, key concepts, and foundational principles, providing a strong basis for developing an updated and comprehensive framework for innovation hub management.
- Curriculum Framework and Content Design –
- Design a comprehensive curriculum framework specifically tailored to train NASENI Innovation Hub staff, focusing on the hub’s unique objectives and operational goals. This framework should build upon the AfriLabs Hub Curriculum and integrate additional relevant resources as needed, ensuring it is adaptable to and aligned with the Nigerian contexts through the incorporation of modules focused on core areas such as hub management and operations, Innovation ecosystem development, entrepreneurial support and mentoring, project management, and monitoring, business and fundraising strategies and more.
- Training Delivery Strategy:
- Propose delivery methods (e.g., in-person workshops, online sessions, or hybrid models) suitable for the audience (staff and trainers) and objectives.
- Design a plan for continuous professional development, including follow-up activities, certifications, and feedback mechanisms
- Stakeholder Engagement: Collaborate with stakeholders to ensure alignment of the framework with organizational goals and ensure buy-in.
- Evaluation and Feedback Mechanism: Propose tools for evaluating the effectiveness of the training programme.

Qualification and Experience Requirements:
Bachelor’s Degree (minimum): Education, Curriculum Development, Instructional Design, Educational Psychology, or a related field.
Master’s Degree (preferred): Education, Curriculum and Instruction, or a related specialization, especially for more senior roles or large-scale curriculum projects.
Professional Certifications (optional)
Curriculum Design and Development: Minimum 5–7 years of experience in designing, developing, and implementing educational frameworks and curricula across various educational levels or sectors.
Project Management: Demonstrated experience managing curriculum development projects, including needs analysis, stakeholder engagement, and evaluation. Comprehensive knowledge of the frameworks and methodologies used to support hubs and startups in their growth and development.
Subject Matter Expertise: In-depth knowledge of educational theories, instructional strategies, and modern pedagogical practices.
Research and Policy Development: Experience conducting educational research, analyzing data, and contributing to the development of educational policies or frameworks.
Collaboration and Communication: Proven ability to collaborate with educators, policymakers, and other stakeholders to design curricula aligned with learning objectives and educational standards.

Evaluation And Selection Criteria:
The applicants must ensure that all requested information/documents above are included in the submission. Proposals will be evaluated as followed:

- Price Reasonableness (Pass or Fail)
- Past work done (Pass or Fail)
Remuneration
Gross Renumeration ranges from N350,000 to N450,000 (Slightly Negotiable)
Location and Duration:
The consultant should be based in Nigeria. The duration will be for the period of March 3, 2025 – March 14, 2025
